Subject. This article considers the impact of the tourism and recreation sector on addressing employment issues and on the quality of life of the population.
Objectives. The article aims to systematize approaches to identifying factors affecting the prospects for the development of the tourism and recreation sector.
Methods. For the study, we used the general scientific research methods.
Results. The article determines that the development of the resource potential of the tourism and recreation sector is influenced (both positively and negatively) by social, technological, economic, geographical, political, and legal factors. It proposes a model to help mitigate negative effects and enhance the resource potential of the tourism and recreation sector.
Conclusions. The resource potential of the tourism and recreation sector should be viewed as a dynamic system characterized by the complementarity of natural and anthropogenic components, as well as the integration of traditional and innovative elements.
