Subject. This article discusses the issues of using recreational resources and improving the attractiveness of Russian regions for tourists.vObjectives. The article aims to develop recommendations for the development of the tourism and recreational sector, and classify Russian regions based on the efficiency of tourism potential. Methods. For the study, we used statistical and comparative analyses. Results. The article finds that the efficiency of tourism potential utilization in the Russian Federation is low, and there is a significant differentiation of regions in the country based on the main indicators of the tourism industry's development. Conclusions. The results of the study can be used by the Ministry of Economic Development of the Russian Federation and regional authorities when developing tourism infrastructure programmes. Improving the tourist attractiveness and boosting tourist inflows are relevant for many regions of the Russian Federation.
