Subject. This article discusses the issues of modernization of the professional training system and its importance in ensuring Russia's technological sovereignty. Objectives. The article aims to analyze the practice of the Tula Oblast in implementing scientific projects aimed at strengthening the country's security, and professional training programmes that take into account the labor market needs. Methods. For the study, we used a comparative analysis, and the expert assessment method. Results. The article finds that judging from the Tula Oblast’s practices, the cooperation between educational centers and leading scientific organizations and industrial enterprises is a key prerequisite for the successful implementation of programmes for training qualified specialists. Conclusions. The proposed approaches to the formation and development of human resources help address various issues related to attracting qualified specialists to work at Russian enterprises and adapting participants of the special military operation to civilian life.
