Subsidizing passenger air travel as a mechanism for increasing the air mobility of the population in hard-to-reach regions of Russia

Subject. This article discusses the issues of development of transport infrastructure and State support for the civil aviation sector.vObjectives. The article aims to assess the effectiveness of policies aimed at ensuring transport connectivity between regions of Russia and increasing the accessibility of air transportation for various population groups, based on summarizing the practices of foreign countries in organizing air transportation to remote settlements.
Methods. For the study, I used comparative and mathematical analyses.
Results. The article finds that the effectiveness of implementing programmes for air transportation in hard-to-reach regions is determined by the objectivity of the route selection methodology, for which government subsidies should be provided. The article also identifies several categories of domestic air routes in Russia requiring financial support.
Conclusions. There is a need to develop a mechanism for including long-distance intraregional air routes in federal co-financing programmes.
