Subject. This article discusses the heterogeneity of Russia's socioeconomic space and problems of the education system’s development.
Objectives. The article aims to conduct a critical analysis of the definitions of the concept of Educational Capital and develop a quantitative method for assessing the educational capital of a region.
Methods. For the study, we used logical, statistical, and correlation-and-regression analyses.
Results. The article offers the author-developed version of the Educational Capital concept interpretation, and highlights its financial and non-financial components. As well, the article presents a developed system of equations to assess the impact of investments in the education system’s development on indicators characterizing the educational capital of a region.
Relevance. The results of the study can help make management decisions aimed at developing the education system at both the regional and national levels.
