Subject. This article discusses the issues of import substitution and formation of supply chains in the new economic conditions.
Objectives. The article aims to develop a tool to assess the current level of technological equipment of Russian enterprises that can potentially be included in the supply chain.
Methods. For the study, we used mathematical research methods.
Results. The article presents an author-developed matrix of technological interconnection that characterizes the number of production methods (technological variability) and the level of technology utilization at the enterprise for product manufacturing (degree of technology mastery). The developed tool was tested at the production of gear wheels. Calculations help identify enterprises with the highest and lowest technological diversity, as well as determine the most and least in-demand technologies.
Conclusions. The application of the technological interconnection matrix can help conclude about the current technological state of the researched enterprises, which can potentially be included in the supply chain, and assess the prospects for investing funds in production development.

Keywords: import substitution, technological level, supply chain, matrix of interconnections, technology development
