Subject. This article discusses the development of small business and the employment policies for the rural population. Objectives. The article aims to assess the importance of peasant (farm) households for the development of the agro-industrial complex. Methods. For the study, we used the general scientific research methods. Results. The article finds that the production indicators of agricultural products in Russia as a whole and in the Republic of Tatarstan in particular trend to grow, and it is necessary to create consumers' cooperatives and strengthen State support for the industry to enhance the economic efficiency of agricultural production by peasant (farm) households. Conclusions. The development of peasant (farm) enterprises and other small forms of entrepreneurship in rural areas is one of the key directions of State policy. Priority tasks are related to increasing the number of people employed in this sector and creating new jobs. To address these tasks, it is essential to have land and material and technical resources, promote farm products in markets, develop a system of preferential lending, and establish tax benefits.
