Stimulating the collection of contributions for the housing and communal services’ development and self-taxation of citizens as the basis for financing the sector

Subject. This article discusses the issues of State policy in the field of housing and communal services, and improving the payment discipline.
Objectives. The article aims to develop measures to modernize the communal infrastructure, activate public participation in the financing of major repairs of residential buildings.
Methods. For the study, I used the general scientific research methods.
Results. Based on the analysis of the practices of the Russian Federation subjects in improving the quality of communal services, the article proposes certain tools to improve public involvement in the process of updating the capital assets of the housing and communal sector.
Conclusions. The minimum amount of contributions for major repairs, established in the Russian Federation subjects, is ill-founded economically. It is necessary to develop a mechanism that combines voluntary increase in contributions for the repair of housing and communal facilities and budget funding. Through the implementation of this mechanism, people can assess the final result of their financial participation in improving housing conditions.
