Subject. This article deals with the issues of impact of financial and technological sanctions on innovation management, adapting management approaches to new economic conditions, and developing new strategies for industrial enterprises that take into account sanction limitations. Objectives. The article aims to develop a mathematical model to assess the effectiveness and feasibility of investing in the innovative development of an enterprise. Methods. For the study, we used the methods of theoretical analysis and mathematical modeling. Results. The article presents a mathematical model for managing innovations, taking into account various parameters. It also evaluates the correlation between expenditures on research and development and labor productivity. Relevance. The conducted study develops the concept of innovation management under external constraints. The developed methods for assessing the effectiveness of innovative activities can be applied at industrial enterprises of high-tech sectors of the economy.
