Subject. This article discusses the issues of balanced development of regions as socioeconomic systems.
Objectives. The article aims to search for tools to ensure balanced spatial development of regions that differ in economic potential.
Methods. For the study, I used the abstract-logical and axiomatic research methods.
Results. The article presents an author-developed definition of balanced development, and it finds that the concepts of Balance and Sustainability should be clearly distinguished.
Conclusions. The definition of balanced development should be included in the Spatial Development Strategy of the Russian Federation, which is currently being developed.
