Subject. This article discusses the issues of development of mechanisms for regulating investment activity and theoretical foundations of investment activity. Objectives. The article aims to assess threats to the investment security of the Caspian Sea regions and develop certain measures to neutralize them. Methods. For the study, we used the methods of logical, and economic and statistical analyses. Results. The article recommends taking into account regional and sectoral particularities when assessing the investment security of regions. The Caspian Sea regions, such as the Astrakhan Oblast, the Republic of Kalmykia and the Republic of Dagestan, are characterized by a low level of investment activity. Conclusions. Intensification of innovative development, technological renewal of the agricultural sector, effective use of the resource potential of the Caspian Sea regions will help neutralize threats to investment security.
