Subject. This article discusses the issues of legal groundwork for reforms in the energy area.
Objectives. The article aims to analyze statutory standards and regulations governing the use of renewable energy sources.
Methods. For the study, we used the general scientific research methods.
Results. Using the wind energy development case, the article shows that the management system in the field of renewable energy sources is characterized by internal contradictions.
Conclusions. To develop new areas in the energy sector, it is necessary to design an integral system of statutory regulation related to strategic planning documents.
