Subject The article addresses the intra-regional heterogeneity as a pattern of economic development, which is of great practical importance. Objectives We analyze the socioeconomic development of the territories of the Orel Oblast and the result-based management on the basis of eliminating the socio-economic disparities. Methods The paper employs methods of cluster analysis. Results We assess the socioeconomic development of the Orel Oblast through the formation of clusters. Particular attention is paid to prevailing differences between the regional center and other municipalities. Conclusions Intra-regional heterogeneity leads to a deformation of the structure of the regional economy and affects its efficiency, as well as the strategy and tactics of institutional transformations. It is crucial to develop inter-municipal cooperation that promotes the development of territories. Measures that are weakening the territorial heterogeneity include the reduction of administrative barriers, improvement of the management of investment processes, and transparency of business cooperation.
