Subject This article investigates empirically the trends in publication activities in the interregional and temporal aspects. It also aggregates the indicators under consideration at the sub-national level and analyzes the current trends within the regions of the Russian Federation.
Objectives The article aims to justify the need for science studies at the regional level in order to form policies for the development of science in the country as a whole.
Methods For the study, we used a technique of decomposition of publication activity indicators variance, and a correlation analysis. As key indicators, we used aggregated data, considering the regional level and the number of publications per author, appeared in the Web of Science and Scopus databases, as well as included in the list of the Higher Attestation Commission of the Ministry of Education and Science of Russian Federation and Russian Science Citation Index.
Results The article establishes a significant and most positive relationship between the total number of publications per author in the Web of Science or Scopus publications and the R&D costs at the regional level in Russia. It is expected that the aggregation of publication activities at the sub-national level will help offset a number of limitations inherent in the scientometric approach.
Relevance The results obtained can be used when planning regional economic policies, including the areas of research and innovation financing.
