Subject This article deals with the issues of resource availability of agrarian entities as the main component of ensuring the efficiency of agricultural production. Objectives The article aims to analyze the resource capacity, current state and prospects for the development of small agrarian entrepreneurship in the Penza Oblast. Methods For the study, we used calculation and constructive methods, abstraction, graphical method, a scientific literature review, and questionnaire survey. Results The article shows particularities of the development of small forms of agro-industrial production in the current environment and identifies promising methods of State regulation aimed at developing the resource capacity of small farming business in the rural area. Conclusions Increasing State support in the form of budget funds allocation does not ensure a proper return for the percentage of agricultural products produced by small business has been declining in the last five years. The quality of material and technical resources does not meet the specific requirements of small business. Organizational and management solutions are needed to improve the efficiency of resource capacity.
