Subject This article considers human capital as a key factor contributing to effective qualitative and structural changes in the regional economy. It discusses the relationship between the development of the region's economy and labor force reproduction and employment levels.
Objectives The article aims to qualitatively assess human capital in the context of development of the region's economy and develop a mechanism of human capital realization in conditions of increasing spatial competition.
Methods For the study, I used the methods of analysis and synthesis, expert estimates, comparison, and grouping.
Results The article presents the results of comparing the levels of innovative development of the Russian Federation, North Caucasian Federal District, and the Stavropol Krai.
Conclusions The article concludes that the problems of management of human capital development at the regional level are directly related to such important indicators of economic development as gross national product and gross regional product.
