Subject This article considers the theoretical and practical aspects of origin, functioning and development of entrepreneurial activity in various spheres of economy.
Objectives The article aims to develop ways of improving the efficiency of small and medium-sized business in the system of sustainable economic development of the region.
Methods For the study, we used the methods of comparative and economic analyses, logical framework and systems approaches, scientific abstraction, sociological research, mathematical statistics, and expert estimation. We reviewed scientific literature and federal and Penza Oblast laws and regulations on the topic.
Results The article describes the main most typical obstacles to the development of small and medium-sized businesses in the region. In the context of the problems discussed, it defines the lines of public policy.
Conclusions Implementation of the proposed policy directions will help make reasonable changes in certain aspects of regional policy in order to increase the efficiency of small and medium-sized business development. Support for small and medium-sized businesses will contribute to the creation of additional jobs, ensure the growth of tax revenues in the budget, and reduce social tension.
