Subject This article deals with the main problems of small business development and the influence of the State on a steady growth of entrepreneurship in conditions of limited access to financial resources.
Objectives The article aims to assess the main economic factors of small enterprises' effective activities and develop proposals to form a multilevel system of financial, economic, and tax support for entrepreneurship in Russian regions.
Methods To substantiate recommendations on formation of a regional business support system, I used the regulatory and scientific framework in the field of finance and credit, and economic support of business.
Results The article proposes to form a multilevel system of regional entrepreneurship financing on the basis of introduction of a number of measures on tax stimulation, subsidizing, and ways of investment.
Conclusions A multilevel business financial support system in regions should take into account international methods of estimation of the efficiency of projects and reduce budget funds on the basis of a combination of the economic mechanism of municipal-private partnership and tax incentives for entrepreneurship.
