Subject This article discusses the peculiarities of administrative regulation of turnover of agricultural lands in the Russian Federation and the impact of legal relationships on the investment attractiveness of land ownership.
Objectives The article aims to investigate the main problems of regulation of agricultural land turnover and assess the activity of administrative bodies in terms of investment prospects of abandoned land recirculation.
Methods For the study, I used the method of comparative analysis of the materials of Arbitration court sessions, supplemented by expert interviews.
Results The article considers the problems of relations between owners of land plots and administrative bodies. It shows shortcomings and restrictions of the current legislation, how administrative activity becomes one of the factors of economic policy.
Conclusions The article stresses the necessary to update the land legislation, increase the role and responsibility of the executive authorities for the state and rational use of land resources of Russia. The conclusions drawn can be used to improve the current activities of the federal and regional authorities.
