Analysis of the availability of research personnel potential for innovative regional economy: Evidence from the Republic of Bashkortostan

Importance The article deals with the issues of implementation of a set of measures on reproduction of the research human resource capacity and innovation accelerated development.
Objectives The article aims to identify the problems of reproduction of research human resource capacity and development of a complex of measures to address them.
Methods The article applies the dialectical method, systems approach, tabular and graphical interpretation of empirical and factual information, etc.
Results The article gives the authors' definition of research personnel capacity, and it shows its position and role in the system of training. As well, it provides a classification of human capacity in the innovation sphere on functional grounds, which correlates with the stages of development of an innovative economy. Also, it identifies the key problems of reproduction of the research personnel potential of the Republic of Bashkortostan and introduces a range of measures to address them.
Conclusions To ensure the development of an innovative economy, based on knowledge accumulation in all spheres of human activity, there is a need for new mechanisms to manage the personnel potential of the innovation areas. They include the concept of personnel security, assessment of the current state of research personnel resources, determining the quantity and quality for the development of an innovative economy, as well as activities to achieve the goals.
