Importance The article analyzes the existing methodologies for ranking of innovative development of regions since there is a problem of choosing the most adequate one for comparative assessment of the level of innovation development of regions, because the results of the existing methods tend to vary considerably.
Objectives The paper aims to form a generalized universal algorithm to create ratings and methodologies for comparative assessment of economic objects, and test the hypothesis that the metrics that characterize the quality of multivariable data clustering allow evaluating the impact of the tools offered in the techniques on the quality of the rating assessment of innovative development level of regions.
Methods For the study, we used processing techniques of multivariate statistics, cluster analysis, and the metrics characterizing the multidimensional data clustering quality.
Results The article offers certain tools for multivariate data clustering quality assessment. Using the tools, we have developed a methodological approach and software solution that allow to quantitatively and qualitatively compare input data, methodological schemes, and the results of rating evaluation, calculated by different methods, as well as create new integrated assessment methodologies for innovation development of territories.
Relevance The developed methodological approach and evaluation tools can be used to analyze other objects and domains that require integrated assessment and comparative rating calculation.
