Importance The article deals with the issues of determination of lines, forms and methods of innovation development and modernization of a region's healthcare system based on the priority of organization and use of primary medical assistance.
Objectives The paper aims to study the condition and dynamics of healthcare development, including specialized medical aid to the population of the Belgorod oblast, and forecast the development in the immediate future.
Methods For the study, we used the methods of systems and statistical analyses, forecasting and programming of the development of reproduction systems.
Results We have identified the priority areas of the development of primary medical assistance as a form of transition to a three-level healthcare delivery.
Conclusions We conclude that reorganization and upgrading of a region’s healthcare system depend on the well-coordinated work of various departments and the system’s efficiency as well.
The oblast’s medical support has been developed well enough at all levels of its delivery, including specialized medical aid and primary medical care. However in the Belgorod oblast, the healthcare modernization is not a consistent practice. It requires a further improvement of the region’s healthcare management system and the non-priority of public hospital care in particular.
