Subject The article deals with the issues of development of the processes of modernization, as well as a methodology for assessing the innovation capacity of socio-economic systems, emerging in these conditions. Objectives The article aims to develop a methodology for assessing the innovative capacity of economic systems using a proposed algorithm of research, that helps determine the place of innovation development of a territorial economic system in relation to other regions. Methods For the study, we used economic-mathematical methods, factor and cluster analyses, and the methods of construction of correlation dependencies. Results The performed multivariate analysis helped identify the key indicators that form an innovation development level of subjects of the Russian Federation and Federal Districts. This helped develop an innovative potential assessment model of the economic system, designated as Innomobil. As well, we propose an algorithm and methodology for assessing the innovative capacity of economic systems. Conclusions We conclude about the need to improve the innovative capacity of socio-economic systems in the regions. The modernization of the country's economy provides good and significant opportunities for this.
