Subject The article deals with the issues of total health capital of Russian regions and healthcare system management, considering the individual factors and characteristics of the territories.
Objectives The paper aims to contribute to the improvement of the health system of the Kemerovo oblast municipalities, research the medical and demographic situation, and forecast its further development.
Methods For the study, we used econometric methods.
Results We formed an aggregate indicator that reflects the level of health capital of the population and takes into account four major medical and demographic factors. As well, we investigated its dynamics and determined the forecast values in every municipality of the Kemerovo oblast.
Conclusions and Relevance We conclude of the need for a different intensity of population policies measures and more targeted funding. The forecast of the development of medical and demographic situation can be used by the regional authorities of the Kemerovo oblast when developing and adjusting measures of socio-economic and demographic policies. The prediction technique for the development of medical and demographic situation based on the aggregate indicator can be used in other regions and by other researchers in similar studies
