The standard of living of the population of the Northern and Arctic areas of the Russian Far East

Subject The article considers the standards of living of the population of the Northern and Arctic regions of the Far Eastern Federal District of the Russian Federation.
Objectives The paper aims to assess the level of life as the cause of the outflow of population, and propose measures to improve the situation.
Results The results of the comparative assessment show that the actual level of life in the Northern and Arctic regions of the Far Eastern Federal District of the Russian Federation is not conducive to stop migration population losses (negative migration balance). We propose to use a methodology for assessing the standard of living of the population, based on the average annual income per capita rate fixing connected to the subsistence minimum and housing without regard to the slum, dilapidated, and ill-equipped dwellings. As well, we propose certain measures to improve the level and quality of life of the population.
Conclusions and Relevance The Northern and Arctic regions of the Far Eastern Federal District of the Russian Federation have good capabilities for effective development and serious threats. The negative migration balance is one of the threats. The measures proposed will help improve the standard and quality of life of the population. The results of this research can be used by Government bodies for the development of measures to raise the standards of living in the Northern and Arctic regions of the Far Eastern Federal District, as the basis for consolidating the population
