Importance The article deals with the issues of import substitution as a strategy of progressive development of the industry, being formed within the theory of economic growth.
Objectives The article aims to study the problem of import dependence and define strategic directions of import substitution in branches of the fuel and energy complex of Russia. As well, the article studies the feasibility of the Ural machine-building enterprises to replace imported products, used by oil and gas enterprises while developing the Russian Arctic.
Methods For the study, we used methods of logical, statistical, and expert analyses.
Conclusions The dependence of the fuel and energy complex enterprises of Russia on supply of some types of oil-and-gas equipment is high enough. The basic directions of realization of the import-substitution capacity of the Urals to produce oil-and-gas equipment are cluster policy and cooperation, including the interregional one. We conclude that there is a need for new hands-on management mechanisms to enhance the cooperation of the fuel and energy complex and engineering enterprises in the production of oil-and-gas equipment to develop the Arctic territories.
