Subject The article deals with the issues of practices study and identification of patterns of regional energy-savings program implementation and energy efficiency improvement in the context of innovative development of the construction industry, in general, and low-rise housing investment and construction projects, in particular.
Objectives The article aims to analyze the existing regional programs in the field of energy saving, and develop proposals on their improvement and formulation of new programs to improve the energy efficiency in construction.
Methods For the study and to process data, we used economic and statistical methods, and a project management approach to develop new instruments for territorial and sectoral development. The article's graphics and tables present our interpretation of the results obtained.
Results The results of the study served as a basis for the elaboration of proposals to develop and improve regional programs on energy conservation and energy efficiency in line with the development of low-rise construction.
Conclusions and Relevance We conclude about the overall low effectiveness of the existing regional programs on energy saving and energy efficiency implementation. In this regard, we propose certain appropriate recommendations. Introduction of the results obtained can lead to greater efficiency of regional energy efficiency programs and construction industry's development. The results of the research can be used in regional strategic sectoral planning.
