Importance The article considers the problems of research of agglomeration centers as an object of management that exist in conditions of a deficient legal framework.
Objectives The article aims to study the existing approaches to the determination of agglomeration formations; analyze the proposed criteria for the delimitation of agglomerations; determine perspectives for use of varying methods of selection boundaries and structure of a metropolitan area to further develop the management system of agglomeration.
Methods For the study, I used methods of logical analysis, the dialectic method, systems approach, tabular interpretation of empirical and factual information, and others.
Results I studied the approaches to determine agglomeration formations based on different criteria of delimitation. Considering the specified grounds, I analyzed the existing approaches that offer a variety of scale boundaries for each of the criteria to recognize certain areas as agglomerations.
Conclusions Although the existing methods of agglomeration determination allow one to compare them with each other, they do not give the researcher the total information about the internal state and spatial characteristics of an agglomeration. There is a need to develop an integrated approach to spatial localization of agglomeration, which would take into account in addition to the generally accepted economic-geographical criteria, administrative and managerial criteria that would organize management processes in the territory of the metropolitan area.
