Importance The article deals with the issues of use of new forms of management of the development and placement of productive forces, to ensure their priority development.
Objectives The paper aims to analyze theoretical and practical issues of applying specific mechanisms of territorial development, on the basis of domestic and foreign experiences, as well as assess the impact of their implementation in the regions of the Russian Federation.
Methods For the study, we used comparative, logical, analytical, and economic and statistical methods of analysis.
Results Having identified the general and specific principles for the establishment and functioning of special economic zones and clusters, we present the results of the analysis of the establishment and functioning of the existing special economic zones of different types in the regions of Russia.
Conclusions Our study shows that special economic zones and clusters, as well as their combination, are the most effective and widely used in international practice forms of territorial development. Technology innovative and industrial special economic zones of cluster type are the most successful and promising ones in Russia now. Special economic zones in Russia might be a factor contributing to the development of clusters, providing them with the necessary infrastructure. Cluster formation contributes to spatial development of regions, expansion of industrial cooperation, strengthening linkages between enterprises in the region and neighboring areas.
