Strategic development of the economy of the Arctic macroregion and its vocational secondary education staffing requirements

Importance The article discusses the problem of qualified personnel availability for sustainable development of the economy of the Arctic macroregion, strategically important territory of the Russian Federation.
Objectives The paper aims to analyze the capacity of regional vocational secondary education systems of the RF Arctic zone territories in the context of their impact on staffing for the strategic development of the Arctic macroregion.
Methods For the study, I used methods of economic, normative, comparative, and expert analyses. To forecast staffing needs of the Arctic zone's economy, I applied a combined approach involving a combination of macroeconomic forecasting techniques and surveys of employers.
Results Having identified structural imbalances in staffing the Arctic Russia in terms of quantitative and qualitative composition of the secondary vocational education graduates, and to improve the personnel policy of the macroregion, I suggest the following: bringing the occupational skill training structures in line with the forecast of the staffing needs of the economy; making effective mechanisms to propagate information on profession demand in the RF Arctic zone among all participants concerned of the labor market.
Conclusions The recommended measures will enhance the flexibility of regional vocational secondary education systems in the RF Arctic zone territory; increase the attractiveness of working professions among the applicants, that in turn will play an important role in ensuring the sustainable development of the Russian Arctic territories.
