Interregional integration of cargo operator companies: New technique to manage a private car fleet

Importance The research focuses on management of private freight cars. I study methodological approaches for interregional cooperation of freight operating companies. They are needed to centrally manage empty running of freight cars, including methods and techniques for assessing financial benefit of such reduction in freight transport cost.
Objectives The research analyzes strengths and weaknesses of the existing methods – parties to rail freight transportation use in different regions of the Russian Federation for their cooperation purposes.
Methods As for scientific novelty, I propose an organizational and economic mechanism, which will allow reassigning functions of regional freight carriers through technological outsourcing, considering centralized management of empty running of freight cars. The proposed mechanism is presented as a multilevel relationship between the freight itself and freight transportation parties, as well as basic principles and methodological approaches, methods and tools of interregional cooperation of freight operating companies.
Results Centralized management of private freight cars was found to increase the efficiency of freight transportation under the current business circumstances. The article describes the research into positive and negative results of centralized management of empty running of freight cars by testing the technological outsourcing scheme in operation of a large federal freight company.
Conclusions and Relevance It gets more and more reasonable to improve the freight transportation process at the interregional level adhering to the existing laws, considering increasing costs for freight transportation in private cars. It is practicable through technological outsourcing as a part of the centralized management of empty running of freight cars.
