Subject The paper deals with the issues of a strategic plan development, taking into account the ratio of self-reliance potential growth of the region. Objectives The paper aims to assess the growth factor of the region, determine the strategic position of the agricultural sector's development, and find the growth opportunities of the region's agricultural own production products self-sufficiency. Methods For the study, we used methods of systematization and generalization. As well, we propose a self-sufficiency growth ratio based on evaluation of the degree of concentration of agricultural organizations in the region. Results We determine and analyze the development trends in agriculture of the Republic of Buryatia. We offer a technique of evaluation of strategic positions of the region in increasing the self-sufficiency in agricultural products. On the basis of the proposed technique, we evaluate the strategic positions of agriculture of the Republic of Buryatia. Conclusions and Relevance The analysis identified that for the agricultural sector of the Republic of Buryatia, a growth strategy in certain areas of economic activity and the cost minimization strategy are typical. The proposed methodology helps more accurately assess the prospects for agriculture, more effectively develop strategic plans for the development of agriculture, and it can be used as a tool for strategic planning.
