Non-conformity of investment attractiveness and innovation activity of regions of Russia

Importance The article deals with the rating comparison of investment attractiveness and innovation activity of regions that shows that innovative-active and high-tech regions often do not attract investors.
Objectives The paper aims to study the inconsistency of ratings of investment attractiveness and innovation activity of regions and identify factors influencing the investment attractiveness and innovation activity in different groups of regions, including a group of knowledge-based regions.
Methods I used econometric techniques to map the ratings of investment attractiveness and innovation activity of regions of Russia, divided into several groups. As well, I studied the factors affecting the performance of investment attractiveness (capital-investment-to-population ratio, as an indicator) and innovation activity (proportion-of-expenditures-on-R&D-in-GRP ratio, as an indicator).
Results The study reveals a discrepancy of ratings of investment attractiveness and innovation activity of regions of Russia and highlights the factors and industries, more attractive for investors, as well as the industries, which contribute to the increase of innovation activity in the regions. I present certain recommendations to attract investors to accelerate the innovative development of regions.
Conclusions On the basis of econometric analysis, I draw a conclusion about the contradiction of ratings of investment attractiveness and innovation activity. Also, I found the factors characterizing the performance of investment attractiveness and innovation activities for different groups of regions of Russia.
