Forms of organization of orphan children and children deprived of parental care: Evidence from the Ulyanovsk oblast

Subject The article deals with the forms of organization of orphaned and legally free children in the Ulyanovsk oblast.
Objectives The paper's aim is to determine how effective substitute families are for the Ulyanovsk oblast's budget, compared to children's homes.
Methods For the study, we used the systems, comparative, statistical, and logical analyses.
Results We determined that child maintenance in State public institutions of the Ulyanovsk oblast is more expensive than the one in substitute families.
Conclusions We conclude that the organization of maintenance of orphans and children left without parental support in substitute families is an important aspect of social policy of the region, and it contributes to the enhancement of the effectiveness of budget expenditures and strengthens the national security of the country.
