An economic analysis of the anti-competitive activities of local ruling establishment on the regional markets

Importance The article analyzes the anti-competitive activities of authorities in the regions of the Russian Federation.
Objectives The paper aims to determine the causes and factors of anti-competitive behavior of the authorities, to identify key markets and assess the likelihood of making officials accountable.
Methods For the study, we used econometric methods of analysis and materials of the Federal Antimonopoly Service of the Russian Federation.
Results We have determined the causes and factors of anti-competitive behavior of the local authorities, identified key markets, and assessed the likelihood of making officials accountable. As well we assessed the interrelation of the amount of penalty for anti-competitive behavior and characteristics of such behavior.
Conclusions We conclude that the restriction of competition exists mainly in the regional markets of services, and the likelihood of attracting officials accountable is very low and does not depend on the duration of the anti-competitive actions. Punishment for anti-competitive actions of power structures must be substantial.
