Importance The article deals with the issues of evaluation of the quality of the human capital of the teaching staff of higher educational institutions.
Objectives The paper aims to compare and assess the quality of the human capital of the teaching staff of the universities of the City of Orel.
Methods To achieve the purpose, we used categorical, statistical, systems, and logical analyses, synthesis, and methods of comparison, grouping and generalization.
Results We have developed a methodology for evaluating the quality of the human capital of the teaching staff of higher educational institutions, and we present it in the paper.
Conclusions and Relevance We conclude that the level of management of educators' human capital quality attests to the social effectiveness of the educational activities of universities. The results of the research can be used to develop provisions for the effective promotion of the teaching staff of universities to conduct a ranking depending on the level of human capital, as well as for the development of separate regulations of the socio-economic policy of the region.
