Importance The article deals with the methods of analysis of factors of regional development.
Objectives The paper aims to systematize and customize the tools of SWOT-analysis performed in the process of developing a strategy for the development of the region, and develop tools for the transition from the analysis results to the content of this strategy.
Methods For the analysis, I used the principles of systems theory and techniques of strategic analysis.
Results The paper presents the developed procedures and tools for identifying the strategic objectives. It defines the analysis tools for the serving strategy of a separate region and strategies of leader-regions. It also highlights the tools to develop creative solutions when forming a region development philosophy.
Conclusions and Relevance The article concludes that optimizing strategically important decisions can be performed using mathematical and statistical modeling, correlation analysis and regression models.
