Importance The article considers the development prospects of housing from the viewpoint of the non-optimality of the economy of Russian regions. The economic imbalances arising due to the high cost of housing growth compared with growth of incomes of the population, as well as the advanced development of housing compared to the social infrastructure of the region are the subjects of research. Objectives The paper aims to identify the areas of improving the institutional environment in terms of the use of exclusive rights as a means to overcome constraints on the development of housing market and increase the efficiency of housing in conditions of non-optimal economy of the Russian Federation. Methods For the study, I used methods of normative and positive economic analysis, and an abstract-logical method. Results I present a list of constraints on the development of regional housing market and certain proposals aimed at the practical use of exclusive rights as a kind of institution of housing development in the region. Conclusions and Relevance According to the results of the work performed, I conclude that rental deduction for raising the level of optimality of socio-economic development of the region, including housing, is necessary. The results obtained can be used by the public authorities of the region in part to improve housing market regulation mechanisms, as well as by experts studying the issue.
