Importance The article studies the process of development of organizational structures of small enterprises. Objectives The paper aims to develop a model for the management of the development of organizational framework of small businesses and methodological approaches to the conformity assessment of organizational management structure with external and internal environment factors, as well as to test the suggested approaches. Methods For the study, we used sociological methods, methods of systems approach and expert assessments. Results Having analyzed the organizational management structures of small businesses of the Ulyanovsk oblast, we provide a model for the development of organizational structure management, that takes into account the peculiarities of functioning of small enterprises, and that was tested at the construction, wholesale and retail trade companies. As well, we give certain recommendations for the organizational framework improvement. Conclusions and Relevance In a competitive environment, the proposed approach to the development of small business' organizational structures management shall allow to improve the efficiency of operation. Some methodological positions and recommendations may be useful to specialists in designing organizational structures of governance, as well as in the study of the theory and practice of management.
