Subject The article analyzes problems and prospects of innovation development of the Russian Federation.
     Objectives The paper aims to assess the feasibility of achieving the targets of the country’s innovative development as defined in the Strategy of Innovative Development of the Russian Federation up to 2020.
     Methods The research methodology is based on a systems approach to assessing the State innovation system and integrated analysis of the innovative development of regions.
     Results We analyzed the situation of the Russian Federation in global innovation rankings (Global Innovation Index), and also studied a number of other international comparisons. We prove the necessity of a systems analysis of the innovative development of regions of the country and identification of their specific features. To do this, we propose the use of methodological approaches to determine the innovation security level of the regions of Russia, which is a conditional indicator. We provide an innovative diagnostic indicators system of the security of the region, as well as the results of the testing of methods of diagnosis on the subjects of the Ural Federal District for the period from 2000 to 2013. We considered a range of measures introduced to stimulate the innovative development of the country.
     Conclusions Currently, there is a slight improvement of the innovative security of the District during the studied period, although the general level of innovative security remains low. One of the most complex structural problems facing the Russian policy in the sphere of innovation is the new initiatives in the absence of a systematic analysis and assessment of the previous actions.
