Typologization of regions according to the degree of investment attraction and activity: the RF Central-Federal-District regions case study

Importance The article considers the issues of region classification as per a degree of investment attraction and activity.
     Objectives The paper aims to develop methods for classifying and clustering the regions according to the degree of investment attraction and activity, using the regions of the Central Federal District of the Russian Federation as a case study.
     Methods We used the simplest methods of multivariate analysis, including standardization of data, grouping, classifying, etc.
     Results We developed four analytical tools for studying the investment attractiveness and activity of regions: an analysis of time drifts of investment attractiveness of the regions, classification and distribution of regions by levels of investment activity in movements, trend diagnostic chart of investment activity of regions, and a cross-spectrum analysis of the sum of attracted foreign investments per capita with the distribution of regions by clusters of investment attractiveness.
     Conclusions and Relevance We conclude that the potential and focus of regions to move to the more prestigious clusters of investment attractiveness (climate), as well as a cross-spectrum analysis of the sum of attracted foreign investments per capita with the distribution of regions by investment attractiveness of clusters will allow generating a specific investment strategy in these regions. The results of the research can be useful when drawing up profiles of arbitrary regions and developing strategies to attract foreign investment in them. They also will allow identifying groups of regions that are attractive for foreign investors.
