Importance The article studies the inter-budgetary relations between the region and the Center, problems and contradictions arising in this field, and the normative and legal acts regulating the economic activities of the constituent entities of the Russian Federation in the conditions of market economy. Objectives The paper aims to provide a coherent and logical study on the essence, structure and organization of interaction between regions and the Center, as well as consider the characteristics of the coexistence in modern conditions in the Russian Federation. Methods For the study, we used the following scientific methods: a causal analysis, scientific abstractions, statistics, comparison, analysis and synthesis, systems approach. Results We present certain scientific-practical recommendations on reorganization of the fiscal relations between the region and the Center to enable regions obtain self-development and self-reliance. Conclusions and Relevance Our main theoretical propositions and conclusions can be used for further scientific development of the institutional issues of the budget system at various levels. The conclusions contained in the work are relevant to the characteristics of the institutional environment of the budgetary system of the Russian Federation. Certain individual provisions and conclusions of this work can be used by municipal entities of the Russian Federation in budgeting formation and increasing the revenue.
