Importance The article covers the problems of formation of the national innovation system in the Russian Federation, which imposes special requirements to the quality and level of human capital. Objectives The paper studies the essence, contents of human capital, key indicators, influencing its evolution, and trends of Human Development Index in the Russian Federation for the period of 1990-2013. Methods To analyze the Human Development Index in the country, including the North Caucasian Federal District, and the key performance indicators influencing its development, I used the econometric methods. Results I specified the tendencies of the Human Development Index development. At present, the Russian Federation uses a technical approach to the problems of the Russian economy, resulting in an underestimation of the role of human capital as a factor of innovation development and modernization of the economy. I found that there is no balance of components of the Human Development Index in the republics of the North Caucasian Federal District. Conclusions and Relevance In modern conditions, it is well-educated, qualified and experienced people who determine the bounds of and opportunities for the technological, economic and social modernization of society. Improving the human capital management system will allow increasing the fertility, improving the health status of the population, improving the level of education and income. For this purpose, it is necessary to tighten control over target use of the budgetary funds allocated to healthcare and education, and reduce corruption in society.
