Importance The article focuses on specifics of developing the Russian tourism market, which is formed concurrently with the weakening ruble, sanctions imposed and challenges in the economic development of the country. Objectives The objectives of the research are to determine the main approaches to developing global tourism, and apply positive practices for addressing the issues of socio-economic development of the Russian rural areas for import substitution purposes. Methods We used abstraction, logic, monographic, economic, statistical, estimation and constructive methods, etc. Results We prove that the current circumstances provide unique opportunities for breakthrough in setting up the single tourism industry in rural areas of Russia. We articulate practical recommendations for forming the appropriate conceptual framework, standards, regulations and competence in training creative staff. The article analyzes the experiences of China, Portugal and Poland in rural tourism and determines the issues impeding dynamic growth of the Russian rural tourism. Conclusions and Relevance The research will allow improving the socio-economic relationships arising from sustainable and mixed-use development of rural economy in the current circumstances.
