Importance The article identifies the basic economic institutions of formation of public goods the development indicators of which help judge the level of well-being of a region.
     Objectives The paper aims to identify opportunities for the development of basic economic institutions of public goods with respect to regional economic systems.
     Methods For the study, we used a correspondent research method and correlation analysis of data.
     Results We identified the priority institutions of formation of public goods: medicine and healthcare, the police, the system of roads, utilities and pre-school education. We prove the necessity of a thorough review of the existing institutional structure.
     Conclusions We conclude that the basic institutions of the public sector (healthcare, education, information, community services, as well as information, transport institutions and leisure institution) have a considerable potential to control the social attractiveness of the territory.
