Importance The article deals with the problems of developing regional systems for multi-family homes overhaul. Objectives The paper aims to identify the main obstacles to the development of a regional system for major repairs of dwelling houses, categorize the identified problems, and to analyze their causes and ways to overcome. Methods We used system analysis methods and statistical comparisons, and expert assessments as well. Results We identified the main obstacles to the development of an overhaul system. Relevance We prove that overcoming these problems would allow subjects to form the most effective overhaul system.
