Importance The article considers the socio-economic relations that define processes and patterns of forming and development of the labor market.
     Objectives The article aims to analyze the theoretical-methodological peculiarities in the development of the labor market as a basic element of sustainable economic development of territories.
     Methods I used a systems approach and method of dialectical cognition.
     Results I defined the main backbone elements of the sustainable development strategy of the labor market, and I propose an organizational-economic mechanism to manage the labor market. I specify the main directions of the State and extrabudgetary support to forming a diversified labor market in conditions of global risks.
     Conclusions and Relevance
The paper concludes that in the budgets of all levels, quotas should be set for State support by groups of producers with the obligatory quota allocation for small business. In addition, for the development of the labor market, I recommend to encourage the innovative development of industrial production on the basis of cooperation of small and medium-sized businesses with investment backing from major industry backbone enterprises, as well as banking institutions to intensify innovation. The proposed recommendations can be applied by the legislative and executive authorities in the development of socio-economic projects and programs aimed at the development of the regional labor market.
