A conceptual reproduction management model of human resource capacity in agriculture of the region

Importance The article deals with the issues related to the personnel potential reproduction in agriculture of the Russian Federation.
     Objectives The purpose of the paper is to develop a conceptual model of management of personnel capacity reproduction in agriculture that promotes the adoption of evidence-based decision-making in the management of staffing processes in the region.
     Methods I use a system approach and abstract-logical method as a methodological basis of the study.
     Results I have formulated the basic idea of a regional concept of reproduction of human resource capacity in agriculture and developed a conceptual model of the management process, which is a consistent system conducive to reproduction of the necessary skills workers in the region. I classified the factors influencing the growth of human capacities in agriculture.
     Conclusions and Relevance The proposed conceptual model can be used by the legislative and executive authorities in socio-economic projects and programs relating to agriculture, and also it can allow managers and professionals to make more informed and reasoned decisions for the effective management of human resources reproduction in the region.
