The economic development prospects of the Kirov oblast on the basis of a cluster approach

Importance The article describes the mechanisms of formation and realization of regional cluster policies in the field of biotechnology, biopharmaceutical and IT technologies, as well as basic tools for enhancing and managing cluster initiatives in the region.
     Objectives The purpose of the study is to analyze the economic development prospects of the Kirov oblast on the basis of a cluster approach. The study aims to consider the basic provisions of the methodology of the cluster approach in the implementation of regional economic policies and analyze the mechanism of formation and implementation of the regional cluster policy.
     Methods On the basis of statistical methods, methods of comparative analysis and synthesis, we considered the mechanism of formation and realization of regional cluster policies in the field of biotechnology, biopharmaceutical and IT technologies of the Kirov oblast and identified the main tools to enhance and control over cluster initiatives in the region.
     Results We have analyzed the existing mechanism of formation and implementation of the regional cluster policy, the status of innovation infrastructure of the cluster activities. We propose certain performance indicators of the implementation of cluster policy. We have identified priorities of the regional authorities within the framework of the regional cluster policy.
     Conclusions and Relevance The study has shown that the effectiveness of the implementation of cluster policy in the Kirov oblast largely depends on the speed of the formation and the degree of coordination of all levels of governing the development of innovative technology clusters, the region's ability to respond flexibly and promptly to the changing internal and external environment of the market, taking the needs of developing clusters, as well as developing and implementing the effective and popular mechanisms for cluster support.
