Importance The article deals with the problems of reforming the municipal complex of the Russian Federation.
     Objectives The paper aims to identify and systematize the regularities of the development of problem situations that occur in the municipal complex at the present stage of its reform.
     Methods For the study, we used the basic principles and methods of structural-functional, object-logical and statistical analyses of information.
     Results We have determined the main tasks of the municipal complex management.
     Conclusions We conclude that to overcome the negative development of the communal complex of Russia, it is required to introduce energy efficiency processes. We recommend modeling the processes of energy conservation and efficiency in the modern municipal infrastructure of the country.
